Oyo Assembly Approves Revised €55 Million Loan Deal for Statewide Healthcare Upgrade

The Oyo State House of Assembly has formally endorsed the adjusted terms of a €55 million loan facility from the French Treasury, earmarked for comprehensive health-sector upgrades under the “Healthcare Project VI” programme. The ratification aligns the state legislature with both the federal nod and prior executive approvals, clearing the way for disbursement and implementation.

This decision follows a renewed request from the Governor, conveyed via letter and read during plenary sittings by the Speaker. The repayment terms, originally outstanding — featuring an ultra-low interest rate, very long tenor and extended moratorium — were renegotiated to reflect changed global economic conditions. The new agreement sets the interest rate at 0.658 percent, with a 20-year maturity period and a 5-year grace window. Crucially, the structure retains a 35 percent grant component, preserving many of the loan’s original benefits despite the adjustments.

Lawmakers underscored the urgency of deploying the loan to strengthen healthcare delivery across Oyo State. In their view, the facility represents a strategic investment in public health infrastructure and a gateway to addressing long-standing deficits in medical services. The approval is therefore a key institutional signal that the state is ready to prioritise and reform health systems, from primary care to tertiary-level interventions.

Under the programme, multiple hospitals and health-care centres across the state are set for upgrade. Key facilities earmarked for overhaul include emergency and trauma units, maternal and child health wings, neonatal intensive care, and diagnostic/critical-care centres. The plan also calls for digitalisation of health records, equipping of general and specialist hospitals, and reforms to the state’s health-insurance agency to broaden access and responsiveness.

The Assembly’s unanimous support reflects broad political consensus on the need for modernised, inclusive healthcare. Members from various constituencies emphasised that enhanced health infrastructure will reduce morbidity and mortality, improve maternal and child health outcomes, and strengthen public confidence in state-led welfare. For many lawmakers, the loan is not merely a funding mechanism — it is a blueprint for structural development in the health sector.

Observers note that the success of the loan will largely depend on transparent implementation, strong oversight, and timely project execution. Given past challenges with funding and construction delays, the Assembly committed to demanding regular progress reports, audits, and community-engagement processes to hold implementing agencies accountable.

If executed effectively, this intervention could mark a turning point for healthcare in Oyo State — offering upgraded services, wider access, improved emergency response, and enhanced institutional capacity. For residents, it holds the promise of better healthcare outcomes; for policymakers, it is a long-term investment in human development and state infrastructure.

With legislative backing now secured, the state government is expected to initiate procurement, hospital renovation, and facility upgrades within the coming weeks. The roll-out will be closely watched by citizens and health stakeholders alike.
